We want to celebrate the outstanding accomplishments our membership is achieving across British Columbia. Applications for the BCMSA 2024 Membership Awards are now CLOSED.
The deadline for applications was August 9, 2024, and the awards will be formally presented at an Awards Dinner hosted at the BCMSA/PWABC 6th Annual Joint Conference and on October 8, 2024, in Penticton, BC.
Organizational Safety Excellence Award
This award is based on employer’s experience rating.
How experience rating works:
A discount or surcharge, called your experience rating adjustment, allows WorkSafeBC to ensure the costs of compensation for people injured at work are distributed fairly. This is how it is determined:
- Determine claim costs for the past four years.
- Take into account the size of your business, based on your payroll.
- Compare your claim costs per dollar of payroll, to the industry average.
If claims are lower than those of competitors of the same size, you can earn discounts on your base premium rates – up to 50 percent over time.
If your claims are higher than those of competitors of the same size, you may face surcharges of up to 100 percent over time.
Reducing the costs of claims by creating a safer and healthier workplace and helping injured workers recover can improve your experience rating and reduce the amount you pay for insurance.
OBJECTIVE OF THE AWARD:
To recognize local governments for activities that improve experience rating, and ultimately reducing injuries, illness, disease and fatalities.
ELIGIBILITY:
Any BC local government (in classification unit 753004) – including City, Village, Township, District, Municipality and Regional District – that demonstrates and meets the criteria of this award.
CRITERIA:
To be eligible, an organization must meet one of the two following criteria:
- The current experience rating is in a discount position with a consistent experience rating discount of -20% or more over a three-year period, or
- A reduction of 20 percentage points in the past 4 years and has to be in a discount by the end of the most recent three-year period.
METHOD OF AWARDING:
All awards will be presented at the BCMSA/PWABC Joint Annual Conference, October 7-9, 2024, in Penticton, BC.

City of Excellence Award
OBJECTIVE OF THE AWARD:
To recognize local governments for activities that improve ground disturbance,
safe excavation techniques and best practice at or around underground infrastructure,
in the year previous to the award.
ELIGIBILITY:
Any BC local government – including City, Village, Township, District, Municipality,
Regional District, First Nation community and Tribal Council – that demonstrates
and meets the criteria of this award and is an active user of BC One Call.
AWARDS AVAILABLE:
Gold Standard Award – An award for a Recipient showing exemplary practices
in all aspects of ground disturbance practices.
Innovation Award – An award for innovation in ground disturbance and
excavation practices.
Education Award – An award for exemplary education to promote safe
excavation practices.
All nominees not receiving an award will receive a recognition letter.

Occupational Health and Safety Leadership Award
The Occupational Health and Safety Leadership Award is presented annually to any Local Government individual who has demonstrated an outstanding achievement in the occupational safety and health field.
The individual receiving The Occupational Health and Safety Leadership Award:
- Demonstrates unique, engaging, and effective approaches to the safety programs
- Positive impact on safety within their organization and or local government
- Drives organizational initiatives to improve process and safety performance
- Identified an obstacle to eliminating preventable deaths or injuries
- Developed a solution to the problem identified
- Implemented the solution with significant measurable results
- Evaluated the solution and planned next steps
- Recognized its value to the safety community and planned steps to share with others
Minimum Requirements:
- A Fulltime or Part time employee within Local Government (in classification unit 753004) – including City, Village, Township, District, Municipality and Regional District – that demonstrates and meets the criteria of this award.
- A Health & Safety Director, manager, Specialist, Advisor, Coordinator, team or any exempt positions within Local Government
- Responsible or part of a team responsible for the improvement in health and safety performance as a result of initiatives (Metrics, KPI, Continuous Improvement)
- Must be able to provide examples of materials that show the performance identified in the submission
- Letters of endorsement (minimum of 2); from the senior leadership team
Selection Process
The award’s committee will judge all entries on the following criteria:
- Role of the applicant or applicants
- The initiative’s impact on the safety. i.e., policies, programs, equipment, people or processes
- Internal as well as external improvements
- Creativity of initiatives
The CEO of the BCMSA will chair the panel. While the intention is to honour one winner, the awards committee reserves the right to recognize more than one winner.
The Health and Safety Stewardship of the Year Award
The Health and Safety Stewardship of the Year Award is presented annually to any Local Government Joint Occupational Health and Safety Committee (JOHSC) or JOHSC member who have made significant contributions towards improving the health and safety of the work group in which they support. The JOHSC demonstrates extraordinary leadership, initiative, creativity and innovation in developing policy, procedures, tools or communications for protecting the health and safety of all within the group they support.
The JOHSC receiving The Health and Safety Stewardship Award:
- Develops clear goals and objectives that go beyond the basic duties and functions of a JOHSC
- Works towards increasing the awareness of the JOHSC amongst the workforce
- Performs actions to influence the safety performance of employees
- Demonstrates support and advocacy for goals, objectives and initiatives identified by their organization
- Demonstrates actions that move towards an increase hazard awareness and a reduction in incidents, injuries and illnesses
- Demonstrates commitment to health and safety in the workplace. Commitment goes beyond the requirements of the committee’s role; it is proactive and preventative.
Minimum Requirements:
- A Fulltime or Part time employee and or organization within Local Government (in classification unit 753004) – including City, Village, Township, District, Municipality and Regional District – that demonstrates and meets the criteria of this award
- A JOHSC recognized by WorkSafeBC within Local Government
- Be able to outline the workplace health and safety initiatives that have been implemented in their area by the committee
- Be able to demonstrate the improvement in health and safety performance as a result of initiatives
- Be able to outline the process/methods of consultation to engage others in health and safety initiatives
- Be able to provide examples of materials that show the performance identified in the submission (e.g. meeting minutes, communications, promotional materials, images, etc.)
- Letters of endorsement (minimum of 2); from the senior leadership team.
Selection Process

- Role of the applicant or applicants
- The initiative’s impact on the safety. i.e., policies, programs, equipment, people or processes
- Internal as well as external improvements
- Creativity of initiatives.

Junior Health & Safety Leader Award
This Award is given to the junior up and coming safety individual involved and passionate about health and safety who has developed a Health & Safety initiative or solution to assist in achieving compliance.
- Demonstrated leadership
- Leadership in a safety initiate, including measurable results
- Engagement of his or her peers around safety culture
- Demonstrated personal belief in safety to business operations
Minimum Requirements:
- Junior means: an individual practicing in the field of health and safety for less than 5 years
- Currently practicing in the field of health & Safety
- Has a diploma, certificate, BCMSA Supervisor Certificate or is enrolled as a student in the field of health and safety
- A Fulltime or Part time employee and or organization within Local Government (in classification unit 753004) – including City, Village, Township, District, Municipality and Regional District – that demonstrates and meets the criteria of this award
- Be able to provide examples of materials that show the performance identified in the submission
- Letters of endorsement (minimum of 2); from the senior leadership team.

Innovative Safety Solution Award
This Award is given to the individuals or an organization that has achieved success addressing challenges in health and safety with a new or novel approach. The purpose of this award is to encourage the sharing of forward-thinking ideas which have been implemented to create a safer, healthier work environment, and practices which go beyond what is considered routine in the industry.
The individual or organization receiving The Innovative Safety Solution Award of the Year Award:
- Identified a long-held obstacle to eliminating preventable injuries or deaths
- Developed a transformative approach to the problem identified
- Reviewed, researched or implemented the solution with significant measurable results
- Evaluated lessons learned and made recommendations for next steps for the approach
- Recognized its value to the safety community and planned steps to share with others.
Minimum Requirements:
- A Fulltime or Part time employee and or organization within Local Government (in classification unit 753004) – including City, Village, Township, District, Municipality and Regional District – that demonstrates and meets the criteria of this award
- Must be able to provide examples of materials that show the performance identified in the submission
- Letters of endorsement (minimum of 2); from the senior leadership team.
