About Emergency Scene Traffic Control (ESTC)
With the creation of the “Playbook,” all fire department personnel need to be trained in emergency scene traffic control. The WorkSafeBC guideline to Part 18 (Traffic Control) identifies what should be included in this training and allows the employer or a third party to provide it.
Many years ago, the BC Safety Council created an Emergency Scene Traffic Control course. When the BC Safety Council ceased operations, the BC Construction Safety Alliance was given the training program. In 2014, the BCMSA took over coordination of the training and updated both the instructor manual and participant materials.
With the high demand for this course, we have now provided the training material to several training agencies, to facilitate both the Train the Trainer and participant courses in Emergency Scene Traffic Control. The BCMSA will maintain the Province-wide database of trained instructors and trained individuals and will continue to provide Certificates upon completion of the courses.
Any fire department requiring this training may choose from any of the organizations listed on our website, and contact them directly to establish training dates and training rates.
If you have individuals in your organization trained to facilitate this course in-house, please make sure you have the current edition of the training manual, branded by the BCMSA and BCFTOA.

With a diverse skill set that includes roles as a TCP, LCT, TCS, and the owner of a Traffic Control company, Katherine has built a reputation for delivering high-quality TCP services. As an instructor since 2000, she has provided training to a wide variety of clients, including WSBC officers, Ministry Managers, municipalities, BCMSA, and many others. Katherine has also developed safe work procedures and offered consulting for organizations such as BCAA and ARA.

They offer an exceptionally talented and experienced team of instructors; key members of their team include several retired RCMP members with decades of experience. Provincial Fire and Safety Training Ltd was founded in 2010. Originally Thompson Nicola Fire Training, the company has undergone a name change to be reflective of the service and area in which service is provided. Located in Kamloops, Provincial Fire and Safety is centrally positioned to service the entire Province of British Columbia.
Provincial Fire and Safety specializes in fire service training and has recently expanded service to include first responder training and a wide variety of safety training; their goal is to provide detailed and thorough instruction in all facets of emergency response and safety.
